"During the current mandate period, the Government of Eritrea provided at least 28 separate consignments of arms, ammunition and military equipment. They also provided troops and training to the ICU in Somalia.... On 26 August 2006, three (3) dhows transporting 2000 fully equipped combat troops from Ertirea arrived at Warsheikh, located north of Mogadishu, along the coast. On arrival at Warsheikh, the troops were re-located to an area in north Mogadishu for ultimate re-deployment to different ICU held areas. They were re-deployed as follows:  500 of the Eritrean troops went to Baledogle, 500 to Hilweyne training camp, 500 to Lower Shabelle, and 500 remained in Mogadishu and were stationed at Villa Baidoa and the former Police Academy, Bolisiya."  Source: Council on Foreign Relations (http://www.cfr.org)

The government of Eritrea has categorically rejected this report and accused the US government of being behind this "fairy tale."  When you read this report, and the "categorical" denial by the Eritrean regime, keep in mind that this is not the first time the Eritrean regime has been accused by a panel of experts, only to deny it categorically, despite overwhelming evidence to the contrary:

On March 25, 2003, the Panel of Experts on Somalia (S/2003/223) issued a report  implicating the Eritrean regime of violating the arms embargo on Somalia. The Eritrean regime categorically denied its involvement. 

On December 9, 2005, the Panel of Experts on Sudan issued a report accusing the Eritrean regime of training and arming the Darfur rebels.  (See UN document: S/2006/65.)  The Eritrean regime categorically denied its involvement.
