Eritrean authorities have given expulsion notice to select nationalities of the United Nations Mission in Eritrea and Ethiopia (UNMEE.) The order requires UNMEE volunteers from the United States, the European Union states (EU), the Russian Federation and Canada to leave Eritrea within ten days of receiving the notice.
The order does not affect UNMEE volunteers from Africa, Asia, South America and European nations which are not members of the European Union.
As is now customary, the Eritrean authorities gave no explanation for their decision. However, the order is believed to be related to previous decisions including the Eritrean authorities decision to ban UNMEE helicopters and the UNSC resolution demanding reversal of the decision under threat of sanctions.
BACKGROUND
The UN Security Council authorized the establishment of UNMEE in September 2000 after the Eritrea-Ethiopia Cessation of Hostilities Agreement (June 2000) but before the Algiers Agreement was signed (December 2000). Its task is to ensure that the ceasefire holds; to observe that the Eritrean and Ethiopian armed forces redeploy to positions agreed upon, and to faciltate de-mining operations. In 2002, the Security Council amended UNMEE's mission to include co-operation with the EEBC in implementing its Delimitation Decision. Its mandate, which is periodically extended by the UNSC because Ethiopia is disputing EEBC's delimitation decision, expires in March 2006.
UNMEE's international group totals 3,550 categorized as troops (3,080), military observors (205), international civilians (191) and UN volunteers (74.) It is made up of nationalities from forty nations who harbored good will to Eritrea and Ethiopia and pledged to volunteer their citizens.
