You are no doubt aware of the tragic drowning at sea of Eritreans who had left your shores in search of asylum in Europe. It has also been reported that you entered into an agreement with Italy under which Italy would send back to Libya African refugees who successfully cross the Mediterranean Sea and enter Italy and Libya would take them back. As a sovereign nation Libya has, of course, every right to enter into an agreement with other nations in pursuit of its national interest.

The world celebrated on 10th December the 61st Anniversary of the Universal Declaration of Human Rights (UDHR) from which international human rights instruments drew their moral and philosophical reference. Although Eritrea has joint a number of human rights treaties, its government remained throughout the years followed the country independence committing gross violation and atrocities against its citizens without showing any responses to the national and international appeals to end these violations.

This is the third report issued by the Suwera Centre for Human Rights (SCHR). The first report was published in 2005 reviewing developments in the implementation of human rights in Eritrea since its liberation. The second report, covering the situation of human rights in Eritrea during 2006, was issued in April 2007. The third report for the year 2007 could not appear in 2008 due to reasons beyond the capacity of the Centre to be resolved.
