Freedom House issues an annual report on comparative measures of freedom in the world. In ranking nations, Freedom House uses two categories--political rights and civil liberties--enjoyed by the citizens of the nation. The scale is 1 to 7, with 1 signifying free and 7 not free.  The three possible rankings are: free, partly free or not free. For the fifth consecutive year, Eritrea is ranked as not-free with a rank of 7 in political rights and 6 in civil liberties. The entire report is found http://www.freedomhouse.org/.  Archives of prior years for all countries are found at: http://www.freedomhouse.org/ratings/allscore04.xls
